On May 18, 1998, Mr. Carlos Antonio Luna López, a human rights advocate and member of the city council of Catacamas, Olancho Provice, Honduras, was murdered as he left a meeting at the Mayor’s Office. The State failed to take immediate steps to protect the crime scene or conduct an autopsy, and later failed to properly investigate evidence that indicated state official involvement. The Court found that the State violated the American Convention on Human Rights.
