During 1983 and 1985, twenty-six victims as detailed in the Military's diary, were held captive from 15 to 106 days. In particular, Mr. Rudy Gustavo Figueroa Muñoz was detained and extrajudicially executed, and Wendy Santizo Méndez, a minor, was detained and tortured. The State failed to conduct a serious and effective investigation and did not identify or punish the perpetrators. The Court found that the State violated the American Convention on Human Rights, the American Convention on the Prevention, Punishment and Eradication of Violence Against Women, the American Convention to Prevent and Punish Torture, and the American Convention on Forced Disappearance of Persons.
