On July 22, 1980, Mr. Renato Ticona Estrada and his brother, Hugo Ticona Estrada were detained by an Army patrol in Oruro, Bolivia, while on their way to visit their sick grandfather. They were then tortured, beaten, and handed off to the chief of the Special Security Service. That is the last time Mr. Ticona Estrada's whereabouts were known. The family of Mr. Ticona Estrada unsuccesfully turned to several state insitutitions and authorities to learn of his whereabouts. The Court found that the State violated the American Convention on Human Rights and Forced Disappearance of Persons.
